Regardless, people still like to make Arsene OP because his design is specifically tailored to the protagonist and all portrayals of Persona protagonists outside of the original games they're from tend to show them using their starter Personas all the time. Moon and Strength are the only ones that don't level up automatically, but they're exceptions to the rule due to having different rank up conditions. Fool, Justice, Judgement, Magician, Strength and Moon do not require a matching Persona to gain additional confidant points. That said, you should also keep in mind that it's more convenient for your Personas to have arcanas which match up with confidants you intend to rank up soon. My Ann still had Agi in the second to last Palace and it was deadly with Fire Amp, Fire Boost, and some gear that boosted magic. Those are good cuz they're still effective way down the line and help conserve SP. That said, some are more useful than others, like weaker elemental skills that scale with stats and passives. Personas learn a limited number of skills which eventually begin to fall off in usefulness.
